Energy Trilemma of India with Regulatory Intervention by Shri D. Radhakrishna

Abstract:

India stands 74th rank in the Energy Trilemma in a recently published report of World Energy Council. As energy is vital to modern economies: for industry, transport, infrastructure, information technology, building heat and cooling, agriculture, household uses and more. Access to reliable and adequate energyis improving the living standards of the people, enhancing safety and security, and preserving a healthy environment. The Energy Trilemma is defined in the context of Energy Security, Energy Equity and Environment Sustainability. In this paper methods are discussed to balance the Energy Trilemma on the basis of three major factors: Energy Trilemma Index, Market Design, Regional Integration. Factors like market design and regional integration are discussed by considering electricity as a major factor for maintaining the Trilemma balance. India is one of the first country in the world which has setup exclusive ministry for renewable energy and past 25 years aggressively working for promotion of electricity with a proper marketing tools and regulatory aid despite subject being in the concurrent list of the constitution and progress made therein where the last house of this country is electrified and transportation sector rapidly moving towards clean energy. Indian Energy Market is poised for a challenging growth and for this Regulators need to be watchful and move with a long term aid to sustain this growth.
